I believe that it's skill, because you have to anticipate when the enemy is going to be in a certain spot in order to hit them, due to slow moving arrows. Don't get me wrong, its a very easy weapon to use, but none the less it's skill.

I will go out on a limb and say it is 75/25 skill, luck. There is a percentage of luck involved with all weapons, such as crits. But this doesn't include that.
Here's my argument, you decide what affects luck and what affects skill. These are proven facts.
~The arrow's hitbox properties, are the same size as the rocket from the RL. They also do not follow the standard player properties, shown here: (http://wiki.teamfortress.com/w/images/e/e1/Disguised_spy_hitbox.png)
~They follow a large block shape than encompasses the whole player, and this is the same hitbox for all classes.
~The arrow is faster than a DH rocket at full charge. Uncharged is slightly slower.
~The Huntsman arrow IS slower than the Crossbow's arrow.
~Arrows are NOT affected at all by 'lag compensation'. They are controlled by the server, not client-client.
~Headshots with arrows provide 2 points, vs. standard rifle's 1.5.
Now, based on this, it seems to me it is mostly skill rather than luck.
